Systems are purchased in order of the amount of preparation a system has received until our CC surplus has been depleted. The number of systems that can be prepared has no limit, but only the ones that can be purchased with the current CC surplus will become expansion attempts in the following cycle. The power that has the highest preparation total at that system will acquire the system as an expansion attempt in the subsequent cycle so long as they have the CC (command capital) available to purchase the expansion attempt. Our preparation targets can be challenged by a rival power where they would haul the equivalent materials of their power to also prepare the system. This requires hauling liberal propaganda to our selected preparation targets. Preparation is essentially the groundwork required for setting up an expansion attempt for our power.
